Deterrent?

Decades ago, when we lived in Southern California, the city of Thousand Oaks would display a totally wrecked car at this time of year to remind people not to drink and drive. I don't know if that was a successful deterrent, but it made sense to me.

In the city of La Pine, south of Bend, Oregon, they have a police car parked near the north end of town, I'm guessing as a deterrent to speeders and drunks and others. Recently we saw it buried under a thick layer of snow. Not much of a deterrent in that condition.
